Emma brings experience in federal energy and infrastructure law to Floom
Energy Law PLLC. Her background spans regulatory compliance, enforcement, and policy matters affecting pipeline safety, as well as renewable energy regulation, environmental policy, and legal issues impacting federal science and technology initiatives. Emma provides practical, focused strategies tailored to each client's objectives.
Experience
Before joining Floom Energy Law PLLC, Emma served as an Attorney-Advisor with the Pipeline Hazardous Materials Safety Administration (PHMSA) in the Pipeline Safety Law Division. In that role, she represented the agency in regulatory and enforcement matters involving liquids and natural gas pipelines. She also advised on federal regulatory compliance, rulemakings, and pipeline safety standards, and contributed to policy initiatives addressing infrastructure and cybersecurity risks.
Prior to PHMSA, Emma held roles with the National Renewable Energy Laboratory and the White House Office of Science and Technology Policy, where she was focused on renewable energy regulation, environmental policy, and legal compliance issues affecting federal science and technology initiatives.
